Can't stay connected ?:(

I'm constantly getting disconnected from the internet, sometimes by
trying
to open another window from an url or anytime I try to send email
from
Outlook Express-it instantly disconnects my computer. I've noticed
this since yesterday, recently upgraded to
IE7 about mid January, didn't have this problem with IE6 SPII. I use
Norton AV 2006, WinXP.
I can't download any of the new headers (via Outlook) from
winxpsecurity_admin, hitting the "headers" button does nothing,
hitting the "send" button disconnects me, so I'm subscribing through
Google groups (as I have with all my other groups). I've have also
posted this query at the tthe winxpsecurity_admin group.

If I try to answer/send an email, I get an error from symantec, the
(1003,9)
error, your message was unable to be sent..., it only appears when I
try to
send email. There website mentions if I get an error message like
this for
other reasons-like when I try to go to a different website, there
might be
a possible infection. I will call my ISP to see if they can help on
this.

I emailed Symantec about this, I can't stay online long enough to
download the active-x controls from their site for them to be able to
scan my computer-there's always the "disconnect". They also mention
in their response to disable the email scan in/out tabs, since that is
an extra layer of security, then do a full system scan-which I am
doing now.

I did download the BHO Demon2, it did find the NAVSHEXT.DLL, that has
been
on my computer since 2/5/06 (funny, I find this 1 year later...). It
mentions the last load attempt was on 11/19/2006, it has 21 load
attempts
and 0 blocked attempts.

I also got rid of the older versions of Java, downloaded that latest
version, just need to install it.

Any help on this would be appreciated, thank you.

I did find the problem-very simple, I don't know why but somehow in "Tools"
re OE, connections, the hang-up after sending and receiving box was
checked-can't believe I did that...
