can't start task scheduler

I can't get Task Scheduler to start. I'm running Windows
2000 Pro SP4 on a two PC home network. All my settings are
correct from all I have researched.Error messages: service
process could not connect to the service controller; the
service did not respond to the start or control request in
a timely fashion;the RPC server is unavailable; could not
start the Task Scheduler on local computer.I am also
getting warning messages about virtual memory, but I can't
seem to change it by increasing the paging file size.
