Can't start or stop services in Service Manager

I have installed Windows 2000 server as a domain controller and an Exchange 2000 server as well as Sql 7.

It didn't happen right away but after I while a few services wouldn't start.
Microsoft Active Directory Connector
MS Sql Server
etc.

I got a message in the event viewer that the username or password was rejected. (I am using administrator)

I tried to change the username in the Service Control Manager but every time I apply the change the Service Manager hangs. The change is not applied.

When I try to stop or start any service in the Control Manager the action times out with error 1053.

When any service tries to start it just times out or hangs. When I try to reinstall service pack 4 the installer doesn't finish.

Please help this is on a working client's server that I'm having the problem with.
