I use mailwasher and after I boot my system and click on the mailwasher icon
Outlook will boot up.

The problem is if I should accidentally close outlook it will not boot up
unless I go to Start then restart the system. Have looked in options and
cannot find anything that will correct this issue.

Would appreciate some help in correcting this

It probably means Outlook is not fully closing, bring up taskmanager next
time & in Processes tab check for outlook.exe, end the task and outlook can
be restarted..
