Cant shut down and keystroke problems

I've just reinstalled Win 2000 Pro and the only way I can restart or shutdown is manually. If I go to either on the start menu nothing happens, windows just carries on running. The same thing happens when installers finish and say the comp will now restart.

The other problem I've having is when typing, the letters aren't immediately showing up, almost as if the cpu is busy but Ive checked and it's fine.

I've used Windows Update and have SP4, ran virus checkers, used Registry Mechanic and AdAware and run Scandisk. Can't find any problems.
