I can't shift Google Toolbar from Windows Explorer. Every time I
remove it from view, it comes back later on.

How can I fix this without loosing the Google Toolbar in IE?

After clicking the button, close all IE windows and reopen IE. Your IE
toolbars will be rearranged to their default locations. Unlock your IE
toolbar, make all the necessary rearrangements, then lock your IE toolbar
again.
