Can't send using Windows Mail anymore

I have been using Windows Mail since February of last year to send and
receive e-mails with no problems. However, two weeks ago I stopped being
able to send. I can still receive them with no problem. I use my local
cable company for service. I contacted them and they stated my settings were
correct. They told me to call the computer manufacturer who told me to call
Microsoft who told me to call the computer manufacturer. Anyone have any
ideas?

No. The e-mails just sit in my outbox.

Go to the Outbox and try to move the messages from there to the
Drafts folder. If there is one that won't move or delete, get the fix
for that problem:
