Cant send or receive email

I am trying to convert from Outlook ot Windows Mail and I am having problems
sending or receiving my emails. I have a POP3 (whatever that means). I have
the same account with charter (ISP) now then when I was with Outlook. Here
are the two error messages:

Subject 'Test', Account: 'pop.charter.net', Server: 'smtp.charter.net',
Protocol: SMTP, Server Response: '250 SIZE 15728640', Port: 25, Secure(SSL):
Yes, Server Error: 250, Error Number: 0x800CCC7D

and

The connection to the server has failed. Account: 'pop.charter.net', Server:
'pop.charter.net', Protocol: POP3, Port: 995, Secure(SSL): Yes, Socket Error:
10060, Error Number: 0x800CCC0E

Your settings are wrong. Turn off the SSL option for both the incoming
and outgoing servers. Also, the incoming server should be on port 110
instead of port 995.

Turn off SSL for outgoing, also.

I tried doing the setting Hotmail as my default anyway this is still the
messge I am getting:
The host 'SMTP' could not be found. Please verify that you have entered the
server name correctly.
Subject 'this is a test, please disregard', Account: 'POP3', Server:
'SMTP', Protocol:The host 'POP3' could not be found. Please verify that you
have entered the server name correctly.
Account: 'POP3', Server: 'POP3', Protocol: POP3, Port: 110, Secure(SSL):
No, Socket Error: 11001, Error Number: 0x800CCC0D SMTP, Port: 25,

I'm sorry I'm not getting something right. This is my last try, thanks for
