I just switched from dialup to DSL service on the same ISP. The
instructions said that I need to set up Outlook 2002 to send/receive
as if I was connecting to another ISP since the DSL service is,
in effect, another ISP.
One thing that has to be done is switch the following:
Incoming server (POP3) from [110] to [995] and set the
Outgoing server (SMTP) from [ 25] to [465]. Also, the boxes
"This server requires a secure connection (SSL)" needed to be checked.
However, after trying this and that setting and wasting hours and
hours on getting Outlook 2002 to send email, it turns out that I also
needed to install a service pack for Microsoft Office.

What I was seeing:
