Can't send out. Using Avast

This is getting ridiculous. I setup my verizon email thru windows mail on my
windows vista. outgoing is outgoing.verizon.net and incoming is
incoming.verizon.net I can receive messages but I can't send them out. I
uninstalled McAfee and installed Avast and still i get the same error message:
The connection to the server has failed. Subject 'hey', Account:
'incoming.verizon.net', Server: 'outgoing.verizon.net', Protocol: SMTP, Port:
25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I've checked and unchecked My server requires authentication and i've also
paused all my shields from avast so that nothing was getting blocked. And i
configured my windows firewall to except Windows Mail from being blocked.
Still NOTHING.
Somebody help!

There are two possible causes for this problem.

1. Are you sending from home, or on a laptop away from home?
If the latter, you may be running into a port 25 block.

2. Chances are, Avast antivirus was installed with its default install option.
If so, uninstall it, then reinstall, but select 'custom' install, which then
allows you to unselect installing its troublesome email scanning module.

While Avast is uninstalled, try Windows Mail again, just to verify that
the culprit has been found.

Uninstalling McAfee often fails to get rid of all of it, such as the part
that
causes problems in Windows Mail. Have you run this cleanup procedure?

Ok. I performed the clean of the Mcafee and rebooted. Then I uninstalled
Avast and rebooted. Then i tried to send the email and i still get the same
error. I then turned off my windows firewall completely and it still didnt
work. I am using a laptop. My neighbor downstairs has wireless internet
through Cox and lets me use it as well.

Outgoing connections using port 25 are usually limited to the same
internet provider as the one supplying the internet connection. Do you
have an account at Cox? If not, would you like to tell us what email
provider you are trying to use, so we can help you check if they even
allow outgoing mail using any other port?
