Very peculiar. It sounds like WM is not registered with the OS.
Type or paste the following into a Command Prompt and hit Enter:
"C:\Program Files\Windows Mail\WinMail.exe" OCInstallReinstallOE
(include the quotation marks)
Then reboot and see if MailTo links on web pages work.
