can't send login information to secure sites from Explorer

From Explorer only (everything's OK with Firefox), I suddenly can't send user
IDs and passwords to the library, to Hotmail, the bank, etc. Either there's
no response or the can't open page message comes up. I've run down all of
the security options, including lowering security, etc., and none helped.
Any ideas?
