This is probably not an Outlook, but still a Yahoo or BellSouth restriction.
You may be able to send larger email messages when using their webmail
interface, then when using their SMTP server, through Outlook. You need to
check their POP/SMTP and Webmail Interface "Terms of Service". And check if
there are differences.

If you have a virus scanner that integrates with Outlook, disable this
integration and try again.
