I can send emails from my web browser but not from Outlook. They go in the
out box and get "sent", but the recipient does not receive them. Anybody
know what is causing thise???

As they leave Outlook, it is most likely caused by your virus scanner acting
like a proxy and not submitting them or reporting back errors to Outlook.

Uninstall this integration part of your virus scanner and try again; you'd
still be sufficiently protected by your on-access scanner part of the virus
scanner. For more details see;

If the item is still in the Outbox folder after you do a send operation
in Outlook then Outlook thinks that item did NOT get sent. Items to get
sent are moved into the Outbox folder. On the next mail session by
Outlook, and if the item is successfully sent (Outlook gets an +OK
status back from the SMTP mail server), then Outlook moves the item from
the Outbox to Sent Items folder. So how do YOU know the item "got sent"
if it is still sitting in the Outbox? Did the item move from the Outbox
folder to the Sent Items folder?
