can't send emails but can recieve email outlook 2003

using outlook 2003 and using go daddy web mail but keep getting this error

! Task 'popsecureserver.net-Receiving' reported error (0X800CCC0F):'the
connection to the server was interrupted. If this problem continues, contact
your service administrator or Internet Service Provider (ISP).

can anyone help? I have called Godaddy and we went through smpt in and out
but nothing they say its not thier problem any ideas?

I'm having the same problem, same error code. My ISP says it's not their
problem but a problem with Microsoft. Have not been able to resolve it,
that's why I'm here, looking for help.

Get a Google mail account, use their smtp server for sending. if it works
with Google I doubt the problem is Outlook

You should keep your email provider separate from your Internet provider.
People regularly change ISP but don't want to change their email address.

That does not solve the problem, I have been on the same ISP and mail server
for over 3 years without this problem. Moving to another mail server only
hides the underlying problem.

You are quite at liberty to ignore all my advice, but the above is part of
the deductive process in identifying where the problem lies.
