Can't send email in Outlook

's Computer Specifications

I have a new install of windows 7 and Office 2007 and I can receive emails
but not send. This was also a problem before I installed windows 7, and my
settings were right because it used to work before I had installed Outlook
2007 when I was running XP. Please help!!!

So what the err msg when you test the Outlook Mail Accounts?
