Can't send email Outlook 2007

Downloading email and sending have not been a problem with my ISP (POP3)
account) until the other day. I have been using Outlook 2007 for last 7
months. Then yesterday all of a sudden it couldn't connect to my Pop3
account to receve or send email cann't remember the actual error code. ISP
tech support said they thought it was a port 25 issue and gave me a number
for advanced tech support. Well gave up and went to bed shutting everything
down. This morning I got up and rebooted everything. Well I can receive but
not send. On sending I get an error message (0X800CCC80) "none of the
authentication methods are sufforted by the server......I don't understand
this outgoing mail is to use the samke credentials as incoming mail. This
morning ISP says its a microsoft issue. I'm not aware of any recent updates
that would have changed things. I do also run Norton360 (antivirus,
Spamblocker). Any clues why it would just stop working?

Has your (unnamed) ISP started using "POP-before-send" authentication?

Not according to there tech support. They said on the outgoing server tab
make sure that box is checked that outgoing server requires authentication
and to make sure that you use the same settings as the incoming server.

I als did inactivate both the email AV portion of Norton 360 and even turned
off the firewall for some time. Still can not connect.
