Outlook 2002
Windows XP home

Though I can receive emails I cant send email messages.
The outgoing messages just sit in the outbox and I get no error messages.

"Test Account Settings" tells me everything is fine.
I can also send mail through OE

what happens when you click the send/receive?
Make sure the send immediately is clicked in options.
under send.
Sometimes I have had a bad email and it won't send,
if the first two steps don't work, try deleting those in your outbox and try
again

Nothing happens when I click the send/receive button.

I have now reinstalled Outlook and all seems OK.
