Can't send email on laptop's second login account.

WinXP Home, Outlook 2003, Norton Internet Security, shared laptop

I have two logins for me and my wife. I am able to get full access to send
and receive on Outlook. When my wife logs in, she receives, but is unable to
send email from Outlook. All of the settings are correct. When you "test
account settings" it does not find the outgoing server. I heard from someone
else with the same problem that it was Norton or the firewall. Possibly a
guess.

Please do not reply for me to check settings as that has been done and they
are correct.
