This just happened and I believe it is due to agreeing to a "demand" by
Norton to set up backup with the result that I am out of memory. Can I
remove the backup, and if so, how?

Uninstall Norton, use the tool on Norton site to completely remove Norton
Reboot Pc
Retest Outlook
Before reinstalling Norton, what exact version do you have and what version
of Outlook are you using?
