Can't send email after awhile

When I first log onto my laptop and outlook, I have no problem sending email.
However, whenever I try to send an email after I've been on for 15-20
minutes, I get a system administrator: undeliverable message and it won't
send any of my emails. I've copied the message below from one of them. Any
ideas on why this happens and how I can correct it? Thanks.

Subject: RE: Fwd: to Janet and Kevin
Sent: 2/13/2008 10:12 AM

The following recipient(s) could not be reached:

'buffy' on 2/13/2008 10:12 AM

Did you visit the URL in the message? It says that you're not using the
designated Verizon mail router. Here's the description:

Ref: PBL152209

70.17.128.0/18 is listed on the Policy Block List (PBL)

It is the policy of Verizon Online that unauthenticated email sent from this
IP address should be sent out only via the designated outbound mail server
allocated to Verizon Online customers. To find the hostname of the correct
mail server to use, customers should consult the original signup
documentation or contact Verizon Online Technical Support.

Removal Procedure

If you are not using normal email software but instead are running a mail
server and you are the owner of a Static IP address in the range
70.17.128.0/18 and you have a legitimate reason for operating a mail server
on this IP, you can automatically remove (suppress) your static IP address
from the PBL database.
