Can't send e-mail, but can recieve

I run Outlook 2003 with Vista. I cannot send e-mail, but can recieve. This
has happened before, but when I closed down e-mail, it sent them out. Now I
get the error message: 0x80042109: Outlook is unable to connect to your
outgoing (SMPT), and I have rebooted, shutdown and cannot get it to send
e-mail.
Help??

Don't describe an error message.
Don't summarize an error message.
Don't paraphrase an error message.
Don't truncate an error message.
Show the ENTIRE error message (but munge/star out your username).

The SMTP mail host's IP name that you specified is not legitimate, or
you are using the wrong port number, or they require SSL, or <and the
list goes on>. Follow the instructions on your e-mail provider's web
help pages or call/e-mail them for assistance to get the correct
settings. No matter how many times you reboot, you will still need to
specify the correct settings in the e-mail account that you define in
Outlook for it to properly connect to the mail host.
