I cant select a country into the dialing properties?!?

Well I found this paragraph :

----The Windows Telephony API (TAPI) allows you to configure dialing rules
for all telephony applications. If you run a TAPI-supported program (such as
Phone Dialer) before configuring dialing, the program normally prompts you
for the minimum information required for dialing. To completely configure
dialing rules on a computer, use Phone and Modem Options in Control
Panel----

The problem I have is I want to add for the first time a contact into my
address book in my Outlook 2003 and when I add a phone number it redirect me
to a windows where I have to select a country where I am dialing from as
well as the code area before I can do anything else. What is strange is that
I cant select any coutry into the dropdown menu where I am supposed to
select one. I mean there isnt any country name there, nothing appears so I
cant select anything. If I dont finish this step, Outlook wont allow me to
enter any phone number into the address book. What is goin on?
