You need to provide more and clearer information. In the title it states
forms, in the body of the message it says file. What kind of files have you
downloaded and from where? What do you mean by will not open? What error
messages occur? What is the file type? How is the file downloaded? When
did this problem start? What changes were made to the system right before
the problem occurred? What is the malware status of the system and how do
you check that?

Rock, here is the problem I go to open a file and I get the open, save,
cancel box I hit open and it won't open it just keeps flashing up the box. I
really don't know what to do I called the internet provider and he says the
problem is with Microsoft I have to a tech come and fix it. Is this right?

Pick Save instead of Open.

You're still unclear. Are you talking about clicking on a link on web page
and choosing the open file option? What browser are you using? As Bob said
you can choose the save option.
