If I understand correctly, you are trying to look at the Temporary Internet
Files of another user while you are not logged on as that user. If that's
the case, then the behavior you are seeing is expected; and is documented
here:

FWIW - if your user account has the rights to do so, you should be able to
view other users Temporary Internet Files from a cmd prompt.
