Can't see entire USB disk (250 GB)

I am running Win2000 server (SP4) I have edited the registry with the 48 bit fix. I still cannot see the entire disk. Only 128GB shows. I have it connected to an add-in USB 2.0 card. I could not see the whole drive when it was connected to the USB 1.0 card. Has anyone had any luck seeing the whole disk?? The server is only about a year old and has a 48 bit bios.

If you could see it in usb 1 and cannot in usb 2 it might tend to suggest
there is something amiss with the usb drivers/contoller.
