Cant save my mouse-settings

I have a laptop and a MS Optical Basic mouse,
when I set the number of lines to scroll with the wheel,
WinXP only remembers this setting during the session.
When I have rebooted it is the same as before and I have
to set the number of lins to scroll again.

What is wrong here and how do I solve it?

Because you are using an USB mouse, evertime you start
the laptop Windows is re-initialising the mouse settings
as if it were a new device. I have possible suggestion
for you:

1. When you power down the machine, power it down with
the mouse plugged in. When it gets turned back on, plug
the mouse in before you power on!
