Can't run web addresses from Run field on Start button

Ever since I reimaged my PC, I am unable to type a web
address in the "Run" command option on the Start button in
Windows 2000. I used to be able to do this, but no longer
can. After I reimaged my machine, I noticed that
the "Open With" gui would appear, asking me to associate a
program with my http address. I selected IExplorer. Now,
it runs IExplorer when I enter a web address in the Run
field, but the address does not execute. In other words,
IExplorer does not pick up the http address I placed in
the Run field and subsequently does not load the web
page. Any suggestions?
