Try to type in you your command prompt this command:
fsutil dirty set c:
Windows on start up will force a chkdsk and will correct the errors will
find. Then you can run defrag.
I can't run Scan Disk or Defrag ...need help!

Or In Safe Mode try to type this command in the run box cmd.exe then press
Enter and type in:
chkdsk /f
