Every time I put Russian CD (game or something), all Russian letters change
to characters ???##==$???. I have added Russian to "Text Services and Input

It sounds like you are missing Cyrillic fonts.

Web pages typically specify the charset to be used. The OP hasn't stated
whether he gets the correct characters when web browsing to sites that use
the Russian language. If he does get the correct characters, then it is not
a font problem.

I think it is a locale problem. I think the Russian CD, like most older
software, just assumes it is being run on a computer where Russia is the
default locale and Russian is the default language. WXP can be set up with
many different locales being the default. I've seen recent suggestions
elsewhere in this newsgroup or the Vista general newsgroup on how to do it
but no confirmation that they work.
