Can't restore window

Lately, I've been having a problem when I click an open program on the
task bar, it doesn't appear. It just blinks once on the task bar. If
I right click and choose maximize, it will open maximized. If I
restore the window, it minimizes again and I can't see it. I have to
close/restart the program before the window will restore properly.
This is currently happening on Outlook Express 6 and MS Money 2004
SB. Anyone have suggestions on how to fix this?
