Can't Remove MSO 2003 PRO(Eng) that didn't passed OGA

I'd tried to remove the captioned via Control Panel-->Add/Remove Program, but
can't do it. a message displayed "This patch package could not be opened.
Verify that the patch package exists and that you can access it, or contact
the application vendor to verify the Windows Installer patch package". Help...
