Can't remove "mailbox full" bounce back, even though its emptied!

I have a folder within my Inbox that exceeded the allowable size limit, thus
emails began to bounce back to senders. I cleaned up the folder, but still
ALL emails receive the same message saying it's still FULL, even though it's
not! Can't find any reason for this?

Any suggestions would be greatly appreciated.

Assuming you're using POP3? These messages are coming from your ISP asking
you to clean up your web based mail client. There is no need to clean your
local Outlook storage.
