All of a sudden I am unable to receive messages. I can send them alright.
After speaking with my internet provider's tech support I was told that they
can see the messages on the server, but apparently my system is not trying to
receive them.

What, if any, errors do you get when yuo try to perform a send/receive?

I don't get any error messages. It does the automatic, periodic
send/receive, but nothing comes through.

Enable diagnostic logging and see what happens when Outlook performs the
send/receive.
