What type of server? Are you even sure they are hitting the server? I
mean, if they aren't hitting the server, then it isn't an Outlook issue,
it's a generic SMTP/Server issue that will need researching on that end. If
you have a 100% repro situation, then I'd start with logging the SMTP
inbound traffic and having the sender send a message and watch for it for a
half hour or so. I can't imagine it'd take longer than that for the message
to have properly gotten to your server. If it doesn't hit your server, then
you'd want to contact the ISP who handles that user's mail and try to work
things out with them on a mail admin to mail admin level. I'd assume either
they are blocking the message, or possibly their DNS records are a little
off.
