I can't receive e-mail and get the error 0x800CC0F

Everytime I hit the send and receive button in Outlooks 2003, I get an error
message that says:
Task 'pop.paarts.org - Receiving' reported error (0x800CCC0F) : 'The
connection to the server was interrupted. If this problem continues, contact
your server administrator or Internet service provider (ISP).'

I have contacted my ISP and we worked on it for an hour...everything from
their end looks fine. Can anyone help me with this? This error message
appeared after a Microsoft automatic update.

If you use a Lynksys router, make sure you enable MTU at 1492 and disable
"Block WAN request".

You may need to use the ISP's SMTP server to send messages. For example if
you use Earthlink for mail but AOL for internet access, you would use
Earthlink for your POP server but AOL for your outgoing SMTP server.
