Can't receive attachments in Outlook Express

I am using Outlook at work, and trying to forward an email with attachment to
myself at home, which is an OE account. OE recieves and displays the email,
but the attachment is missing. I've looked through Tools/Options, but can't
find anything obvious that would block the attachment.
Am I missing something? Or could my home ISP be blocking it?

What kind of attachments? Does any kind of attachment get missing, or
just some?

Attachments may get blocked or stripped by outgoing mail servers (your
work) as well as incoming servers (your ISP).

      16th Feb 2007
OE block attachments by default. If you want to view them click on Tools >
options > Security tab and uncheck the option " Do not allow attachments to
be saved or opened..."

I found that control and cleared it, but it doesn't seem to help...
