Can't read DVD with programs

Hi.
My DVD works fine for all DVDs except DVDs with programs (Like DVDs from
PCPlus or Personal Computer World). Videos and audio DVD work fine. Wit DVDs
with programs it's like the DVD hangs at the beginning and all I hear is a
repeating "hissing" sound. The PC hangs and comes to life after a few
minutes after ejecting the DVD. I have an Aopen DVD1648.
Can anybody help?
