can't read chinese characters on inbox

I am using ms outlook 2003 and windows XP SP2, when i wrote an email that
contained chinese characters, i can't read the chinese characters from my
inbox; it became ???? those characters.

And my signature that has color on it, become black only.

Please advice and help.

You must run Outlook in Unicode mode in order to fully support multibyte
characters such as Chinese. If your Inbox is located in a PST file, then
using a 2003-type (Unicode) PST file is all that is needed. If it is
located on an Exchange Server, see this article for more information

When writing Chinese email messages, you also *must* set the encoding of
the message to the appropriate Chinese encoding: Format -> Encoding ->
