cant read cd unless reboot also card reader

I put a cd in and try and to read it it says nothing on
the disk. when I leave the disl in and reboot then it will
read the disk untill I take it out. The same for my dvd
and c\ard reader. cant read the cards unless it is in when
I reboot....any ideas???????
