Can't read CD ROM on first try

I'm using Windows XP. This problem just started about a month or two ago,
even though I have not loaded any new hardware.

When I put a disk in the CD ROM drive, or in the CD
burner drive, the computer can't read the disk on the first try. I get an
error message telling me to insert a disk into the drive. So, I open and
re-close the drawer, the drive spins up and I can now read the disk.

It can't be the drive since this happens on both the CD ROM drive and the CD
burner drive. So, I suspect it's a Windows problem.

I also use DirectCD Format utility and Easy CD Creator 5.

Any ideas?
