Can't reach some web sites

When I type in some addresses or try to access a link, I
often get a message box that reads:

Internet Explorer

Do you want to allow software such as ActiveX controls
and plug-ins to run?

YES NO

The IE screen behind this box says that the address
requested is unavailable. Even if I answer the above box
with a click on yes, I still can not get to the address.
It seems like I can not access this screen because of the
ActiveX message box stops the process and will not allow
access.

I have gone to Internet Options, Security, and Advanced
to change ActiveX status, but no setting seems to make
this message go away.

I also get the same message box 5 or 6 times when I open
my photo editor MGI Photosuite 4.

Anyone know how to fix this?
