cant publish in fp2003. proxy settings? New MS antispy

Installed fp 2003 cant publish. wont accept my username and password. ISP
says its my proxy settings. don't know anything about setting them.
running win 2000, ie6, also have ms antispyware installed the beta version.
Might this be a problem????. isp has published to my site using fp 2000 and
fp2002. have tried downloading from live site and then uploading get same
problems. anybody with any sugestions? or how to set proxy on my computer.
