Can't Publish FP 98 - "FP root not found"

This is what I get when I try to publish my webpages use FP. I can publish no problem using WS_FTP, but in order for a form to work that I created in FP I was told I should upload my pages using FP, but when I do this is the first error I get after typing in my URL

"server error: configuration file:""value FrontPage root not found

If you are publishing to a Unix/Linux server, then the FP98 client is no longer supported, you must
use FP2000 or greater.
