Can't print locally to a printer on network

We have a remote office with a Windows 2003 Server. We can use remote
desktop to access the server and print a DOS app to a printer on the local
LAN when logged as the Administrator, but can't seem to do this with users
that have no Admin rights. The DC is a Windows 2000 Server on the Local
Side. The networks are linked through a VPN.

Any suggestions will be appreciated.
