Cant power off?

I have Vista Ultimate and really like it. Still have a couple of minor
problems. One is that when I power down with the "power down" symbol on the
windows menu (not shutdown) Vista just takes me to the "press ctrl-c to logon
window" to take me back to where I was... i swear this used to work?? is it a
driver issue?
any ideas welcome,

It usually puts it to sleep. And at times, sleep mode doesn't work right,
and comes right back up to the logon screen.

Here is how to set it up so that button shuts down your PC:
