Can't paste as text

I often paste text from Word or elsewhere into an outgoing HTML
email. I used to be able to use "Paste Special->Text" such that the
pasted material would acquire the format of the email (as defined in
the Outlook settings). But somehow Paste Special is no longer
available and the pasted material retains its format.

BTW I have never used Word as my email editor.

I have to apply the style "Normal" from the message window to fix,
which is a pain. What's up?

Settings:
Outlook 2000, HTML, Ariel, 10 for Forward/Reply/Text

"Always use my font", "Include original message text"
