Can't open xlsx file

Recently I installed windows over older windows because I couldn't format because I would then lose all the data on the partition.

Then I reclaimed all the files and folders by changing ownership, otherwise of course I couldn't even access the folders.

but now when I try to open excel file I get this message-

Why do I get this message, the file is obviously completely intact...

Also I tried to open it with notepad, it said access denied.
