Can't open Word 2007 file - "System clock has been tampered with"

I can't restrict permission (Publish>Restrict Permission) on a new Word 2007
document, or open one already restricted to me, I get this message:

"System clock has been tampered with. Reset it and try again later."

I tried changing the BIOS clock and having Windows resync to the current
time, but that didn't work. How do I fix this problem?
