Can't open Windows Explorer, Internet Explorer and Control Panelwhen I set win2K in Chinese (PRC) language

When my win2K pro was in English language, I set it to Chinese (PRC)
language in Regional Options of Control Panel. And then I restarted the
system. After I reboot my win2K, I couldn't open Windows Explorer,
Internet Explorer and Control Panel. So, I had to go to save mode of
win2K, and then change the system back to the English language.

Does anybody know what it was problem, and how to fix it?
